C.M. Ramesh Residence

At first glance, this luxurious property located in the Jubilee Hills neighborhood of Hyderabad, India appears to be a high-end resort. In fact, when we saw The Pinnacle List's photos of the 40,000-square-foot four-level structure clad in white marble and filled with plush leather seating, we were ready to pack our bags and make a reservation.
In actuality, this is the CM Ramesh Residence, owned by a prominent Indian familyand located in one of the most expensive residential locations in the country. The home was designed by Krupa Zubin from Zubin Zainuddin Architects and just completed this year.
It is quite a house. 25-foot-high floor-to-ceiling windows overlook a private courtyard and a gorgeous teakwood pool deck. Inside, there are miles of opulence. The bathroom, which may be the biggest we've seen, has two beautiful frosted showers flanking a whirlpool made out of, you guessed it, marble. The best part of the home? A state-of-the-art private theater with reclining seats. You know where to find us.

UPA allies endorse Telangana

New Delhi: The crucial UPA meet on Tuesday to decide the Telangana statehood has ended and as per latest reports the allies have endorsed the formation of a new state. Now all eyes are on the Congress Working Committee meet on what call they will take.

Earlier, Congress president Sonia Gandhi held talks with Prime Minister Manmohan Singh today.

Tuesday evening will see UPA allies' and Congress Working Committee meets to take a final decision on the formation of Telangana state.

Sonia met Home Minister Sushilkumar Shinde, Finance Minister P Chidambaram, AICC general secretary in charge of Andhra Pradesh Digvijay Singh, former in-charge Ghulam Nabi Azad and Sonia’s political secretary Ahmad Patel after her meeting with the PM.

The deliberations comes at a time when the Congress high command appears inclined towards creation of Telangana.

This despite strong opposition from party leaders from Andhra and Rayalaseema regions to the formation of Telangana; they have warned the party of the problems that could follow the division.

In a last minute attempt to convince the party high command against bifurcation of Andhra Pradesh, Union Minister MM Pallam Raju met Sonia Gandhi. Talking to reporters later, Raju said, “We have expressed our concern, requested party high command to take a responsible decision.”

Chief Minister Kiran Kumar Reddy is also in Delhi. He is likely to meet party president Sonia Gandhi.

The Congress had refuted reports that Reddy and other Seemandhra ministers have issued veiled threats to step down from their posts if the state is bifurcated. During his meeting with Congress president Sonia Gandhi and other leaders, last week, Reddy is learnt to have told them that “creating Telangana is a suicidal step and that it would be difficult for me to preside over any move to bifurcate the state. I will not be a party to any destructive decision”.

The pro-Telangana faction in the Congress has also upped its ante against any last minute change in the plan.

Senior pro-Telangana leader Hanumantha Rao said, “This isn't a political decision, it’s a decision for the people. People are sacrificing their lives for formation of the state, for people this decision should be taken.”

Another party leader Ponnam Prabhakar said, “We are expecting that the dream will be fulfilled. Request everyone to please obey party decision.”

Deputy Chief Minister Damodar Raja Narasimha said, “100 percent positive that Telangana will be a reality.”

And there are fence sitters like Finance Minister Anam Ramanarayana Reddy.”He said, “Whatever decisions come from CWC & party High Command we will abide by that.”

Crucial Congress meet at 5.30 pm

The final decision on Telangana is expected to be taken at a meeting of party’s highest policy making body, the Congress working committee on Tuesday evening. The CWC will meet after deliberations in the UPA Coordination Committee.

As per reports, the coordination committee will meet at 4 pm followed by the meeting of the CWC at 5.30 pm.

While the UPA meeting is an attempt to secure a stamp of approval of the constituents of the ruling alliance, the Congress Working Committee meeting is to take a final call after it gets the sense about the stand of the allies on the issue.

Telangana or Rayala-Telangana?

Of the many suggestions doing the rounds is the possibility of the Congress going for creation of Rayala-Telangana state comprising of 10 districts of Telangana and two districts – Anantpur and Kurnool – of Rayalseema region.

The proposal, however, has found no takers in Telangana region. The TRS has said that it is opposed to Rayala-Telangana idea and maintained that it wants Telangana with 10 districts and Hyderabad as its capital.

In fact, the status of Hyderabad is the trickiest issue. While Telangana supporters don’t want to let go or even share the metropolis with the new state, people from other regions in the state are worried about the fall out of Hyderabad going with Telangana.

Reports also claimed that UPA government is likely to convert Hyderabad into a Union Territory for five years and declare it as the joint capital of two states after Telangana becomes a separate state.

Allies support Telangana

NCP chief and Agriculture Minister Sharad Pawar has made a strong pitch for the formation of separate Telangana.

Another ally RLD leader and Civil Aviation Minister Ajit Singh is a votary of smaller states and has been advocating for long the creation of Harit Pradesh out of districts of Western Uttar Pradesh, his home turf.

Additional forces rushed to AP

An additional 1,000 paramilitary personnel have been rushed to Andhra Pradesh by the Union Home Ministry to deal with any situation arising out of a decision on Telangana.

The additional forces, along with the existing 1,200 paramilitary personnel, are expected to be deployed in Coastal Andhra and Rayalaseema regions, where protests may erupt if the Centre takes a decision in favour of bifurcating Andhra Pradesh for creation of Telangana state.

CWC decision on Telangana tomorrow

Taking a step forward, the Congress Working Committee(CWC) tomorrow may give a go-ahead to the creation of Telangana state, a decision that could trigger protests from within the party amidst reported threat of resignation by Chief Minister Kirankumar Reddy.

The CWC, the highest policy-making body of the Congress, is scheduled to meet at 1730 hours. Just before that the party, which is said to have made up its mind on the division of Andhra Pradesh, will consult UPA allies on the ticklish issue.

The high-level meetings are being called ahead of the Monsoon session of Parliament beginning August 5, when a bill relating to formation of Telangana is required to be passed if a decision is taken.

AICC General Secretary in-charge of Andhra Pradesh Digvijay Singh, who has been holding discussions with the state leaders, said a decision has to be taken in "national interest". He did not elaborate.

The Congress leadership has been having discussions on the issue with the state leaders and at the central level and has given enough indications of going in favour of Telangana.

The issues that appear to be dogging them are whether Telangana should consist of just 10 districts of the region or should include a couple of districts from Rayalaseema. Also, the issue of Hyderabad -- to be capital of Telangana or to be a joint capital -- has to be resolved.

One more issue could be whether to make Hyderabad a Union Territory for some years to prevent immediate problems.

Amidst these moves, Andhra Chief Minister, who hails from Rayalaseema region, is said to be strongly opposed to the division of the state and has made it clear to the leadership that he would not be a party to such a move.

Congress leaders from Andhra and Rayalaseema regions today held closed-door meetings with Kirankumar Reddy who is said to be toying with the idea of quitting the post if a decision is taken to split the state.

Hyderabad is likely to be a Union territory for five years

Hyderabad is likely to be a Union territory for five years and will act as joint capital of the two states to be created out of the bifurcation of the present Andhra Pradesh.

The Union territory will be administered by a lieutenant governor. The governor of the Telangana state will be the ex-officio lieutenant governor of Hyderabad in these five years. A proposal to this effect is going to be put up to the Union cabinet before August 5.

The cabinet will meet after the Congress working committee and the UPA steering group approves a proposal to bifurcate Andhra Pradesh. Highly placed sources privy to the proposals told TOI that the cabinet will also take a final call on whether to create Telangana or a Rayala-Telangana state. The former will consist of the ten districts of Telangana and the latter proposal envisages the addition of two Rayalaseema districts — Anantapur and Kurnool to the proposed Telangana state. Interestingly, the Andhra part of the bifurcated state will be called Andhra Pradesh.

Sources told TOI that Congress party bosses are hopeful of completing this process within a week because Parliament convenes for the monsoon session on August 6. A bill might be presented in this session itself. Meanwhile, with Kiran Kumar Reddy having already resigned, a new chief minister for integrated Andhra Pradesh to oversee the process of bifurcation will be appointed. In all likelihood the new incumbent will belong to Telangana. However with intelligence reports suggesting that there will be major trouble in the Seemandhra region in the wake of the announcement, it seems inevitable that President's rule will be clamped in the state till the process of bifurcation is complete. Much of the trouble is expected to be fomented by interested parties although spontaneous outpourings are not unexpected.

Highly placed sources told TOI that when Kiran Kumar Reddy called on Sonia Gandhi on Friday evening and told her that he could not preside over the process of bifurcation, the latter was very angry. She is believed to have asked him why he had kept quiet for such a long time giving the impression that he would go along with the high command. Kiran's resignation came at this meeting.

Sources told TOI that after meeting Sonia, Kiran flew back to Hyderabad and he has been 'extremely depressed' after that.

Seemandhra ministers including Union ministers who met Prime Minister on Saturday to convey their opposition to the bifurcation seemed crestfallen with Manmohan Singh hearing them out and promising nothing. However, the Seemandhra lobby has not lost heart because the last time round in 2009 it was Manmohan was instrumental in the government going back on its promise of creating a Telangana state after publically announcing the intent for doing so. They are expected to move the Prime Minister once again. The Seemandhra lobby is also hoping that with the Gorkhaland issue coming upfront some sections of UPA may help to stall the bifurcation of Andhra Pradesh.

However, it seems doubtful if the upcoming session of Lok Sabha will be able to clear the Telangana bill. This is because the BJP which has already committed to Telangana may disrupt the proceedings of the house. One of the reasons is that the passage of the bill (which the BJP will be forced to support) will politically benefit the Congress.

The Congress thinking is that the bifurcation will put it in a vantage position in Telangana that has 17 Lok Sabha seats. With the Telangana Rashtra Samiti's unofficial nominees not performing well in the ongoing party less panchayat polls and the Congress's unofficial candidates doing well, has given hopes to the party.

Meanwhile more details about the meeting that Kiran Kumar had on Friday with Digvijaya Singh and Ghulam Nabi Azad are emerging. Sources say that Kiran and Azad had a virtual slanging match with the former accusing Ghulam of coming up with the proposal of Rayala Telangana. Kiran found the proposal to be highly objectionable.
